- Letter from New Hampshire Secretary of State Thomas L. Tullock to New Hampshire Governor Ichabod Goodwin dated April 22, 1861. This letter was written after the United States Secretary of War, in accordance with President Lincoln's proclamation of war, asked New Hampshire for one regiment on April 15, 1861. Governor Goodwin then issued a call for volunteers signed by himself and Tullock. In this letter, Tullock writes to Goodwin about his progress in procuring supply contracts while in Boston. He also lets Goodwin know that Massachusetts Governor Andrew wishes to speak about arms. Tullock then goes on to discuss where the regiment should meet, recommending Portsmouth, and that is knows New Hampshire will have no shortage of volunteers as many are willing to enlist.
