- This report, entitled, The Effect of the Official Ballot Referendum Form of Meeting on the Towns and School Districts of New Hampshire is centered around the aftermath of Senate Bill 2 (SB2). The bill allows voters to replace open town and school district meetings with an official ballot process. The report investigates the claims made both the proponents and opponents of SB2. Major findings include the adoption of the official ballot process being more strongly associated with a large population than a high tax rate, participation in the deliberative process of annual meetings being higher in traditional open meetings than official ballot jurisdictions, and a greater number of voters voting on the town budget and social appropriations in official ballot towns compared to traditional open town meetings. Recommendations include potential alternative forms of local government and areas for future research.
