Letter from Colonel J.W. Kingman at Camp Parapet, New Orleans, LA, to New Hampshire Governor Nathaniel Springer Berry dated March 17, 1863. Kingman writes to Berry to express his dissatisfaction with the United State Army's Department of the Gulfs treatment of African Americans, particularly those that have already gained their freedom. Kingman opposed how General Order No. 12 treats African Americans and how it favors planters and other people who do not want to lose slaves. Kingman's complaints include how African Americans are treated on government plantations. Kingman ends the letter with exasperation in regards to the Department and wishes that he could inform President Lincoln about the laws and their results.
