Description:
The Fifth Provincial Congress, held from December 21, 1775- January 5, 1776 was noteworthy as the" first conscious attempt... by a free people starting from 'a state of nature'" to write a constitution. Also noteworthy were the constitutions defects, which resulted from the time frame in which the constitution was written. They wrote the constitution when their horizons were in a state of flux.
