- Description:
- By the summer of 1775 New Hampshire lacked a governor, charter, sanctioned legislature, judiciary, and a legal means of collecting taxes. To establish legitimate representative government, the Provincial Congress asked the Continental Congress for permission to erect a civil government. Upon passage of a resolution of approval, representatives of 162 towns met to devise a civil government.
