- Description:
- Dissatisfaction with the conduct of the Civil War was growing prior to the imposition of military conscription. At Portsmouth a mob reacted to the draft by breaking windows in the provost marshal's office, and then with an attack on police. Police shot several men, and troops quickly dispersed the mob. The draft was postponed for a time, but when finally implemented led to further acts of violence for a brief period before the populace acquiesced. Opponents began to devote their energies to finding substitutes and paying for them rather than fomenting resistance.
