- Description:
- The first New Hampshire convention called to debate the proposed Constitution in 1788 adjourned after nine days of discussion when it became apparent that the majority opposed ratification. Jean Toscan, French vice-consul at Portsmouth, drafted a report, printed here, on the proceedings. Toscan's account drew on New Hampshire newspapers, which published parts of the debates. The most striking thing about Toscan's account is that it demonstrates how similar the New Hampshire debates were to the Massachusetts debates on the Constitution.
