By 1887 two railroads - the Boston & Maine Railroad and the Concord Railroad - were the primary rivals for control of New Hampshire. New Hampshire House Bill 28, offered by Louis B. Hazen, would have allowed the Boston and Maine to dominate the state's railways. Hazen ultimately repudiated the bill. It failed to pass, but the Boston & Maine gradually absorbed the Concord, and secured control of the government of New Hampshire. It maintained its influence until 1910.
