Description:
An interview with New Hampshire Secretary of State William Gardner. Since entering office in 1976, Gardner has dealt with all technical aspects of his state's presidential primary system. In that period the biggest change in the mechanics of the election was the removal of the delegates from the ballot, so that as of 1980 party members could vote only for presidential candidates. The primary has also received more media coverage, as technological changes have speeded up the transmission of information and made possible coverage by more newspapers.
