- Description:
- A majority of the delegates to the February 1788 convention at Exeter, New Hampshire, opposed ratification of the proposed federal constitution. Instead of rejecting it, however, the delegates postponed action until June, at Concord, where ratification took place. A summary of three previously unpublished documents provides further explanation of how the pro-constitution forces emerged victorious.
