- Description:
- The Civil War transformed the United States, and forever changed social and economic relations in the South. But as New Hampshire illustrates, the war did not immediately or appreciably transform state governance in the North. Political ideology and, to a minor extent, party loyalties changed during the war, but much of the style of politics emerged unchanged. The formula for party success stayed safely within the framework of retrospective voting: parties asked the electorate for judgments of party performance, not for direction on new issues.
